Ukrainian President Volodymyr Zelensky Asserts He Lacks Clear Defense Guarantee from Allies

President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with more limited success.
